Sorry, but no. As I said earlier, I'd never allow bards to cast spells above lvl7. Just as Rathwellin pointed out, there could be too many cheesy ways to gain (illegal) advantage of a Simulacrum for example. And NO, I don't care that mages and the like have the same cheesy tactics with that spell, bards won't join their group :) .

2.) Howl of Pandemonim

What does it do?

Hum, normally bards should cast level 8 spells. I think that many players will use Refinement with the PnP spell table of EoU.

Les vents déments de la Terre Hurlante (le Pandémonium) s'élèvent et environnent tout le monde de leur insupportable cacophonie.

Howls of Pandemonium stun all the ennemies on the screen. It renders all the sonic attacks unusuable and devies non magical missile. Creatures of 2 HP or less are rendered KO during 2-12 *5 minutes if they fail their saving throws.  For the others, failing their saving throws will result in confusion.

Finally my suggestion for the GWW was a good one.  :)
And about the werewolf? Will he still lose his normal weapon immunity? I fear that he will be almost useless in the first part of SoA. More importantly, werewolf have this immunity normaly, so why not the shapeshifter?

Why not let the normal weapons immunity of the normal werewolf form, but limit the number of shapechange to one by day?
And when the shapeshifter reach level 13, replace the normal werewolf form by the greater werewolf one, who would be immune to weapons + 2 or less.
(I remembered that the werewolves from BG1 were immune to normal weapons and the greater werewolves to weapons +2)

I think that skalds should be able to take magical flute, because two of their others HLA are mutually exclusive, and because be able to summon a berserk warrior with the flute seems to fit with the skald's description (a nordist bard of heroic inspiration).
