Well, BWP Fixpack not installing was the issue. I was using the Big World Install v6.bat with a few modifications to it as well as having a clean install. To fix the issue I redownloaded and reinstalled the Big World Fix Pack and reinstalled with the Big World Install.bat and everything worked like it should. Thanks for the advice.
