How does Gellal's "Feast" quest work?  He says he will say "this is it", and then I should use vampire domination on object and command to move to the stronghold

I find people scattered around Amn who are named "Food" and Gallel makes a comment like "What a coincidence!  Blue blood in our graveyard!".  I notice that he didn't say "this is it", so maybe I've got the wrong target, but I can't seem to find anyone around where Gallel does say exactly "this is it".  Do I have the wrong targets?

If I have the right target, how do I move them back to the stronghold?  I can dominate and move them, but I can't make dominated characters move into the stronghold or go from one area to another (eg. can't move a dominated character from the Slums to the Graveyard).  I also tried talking to the character after dominating them, but the only options available are to leave them be, make them a vampire, suck their blood, or influence them to study class skills - nothing that would help me move them to the stronghold.

Is there some special way of getting them to the stronghold?

Is it possible to play this starting in Shadows of Amn?  I tried it and it appears to start successfully, but the game freezes any time a load a saved game.

 

Is this because I started at Shadows of Amn?  Do I have to start at the beginning of BG1 to avoid having this happen?

So I sped through BG1 and Siege of Dragonspear and got that same issue at the beginning of SoA.  The good news is I was able to get past the issue by not loading any saved games in the first dungeon.  Loading a saved game seems to be fine after that.
