Hmm. Have you by any chance already sided with Bodhi? It looks like there's a bit of broken coding there if you are, which oddly has never come up before!
If that's the case, use the console to set:
SetGlobal("rh#DamarovQuest","GLOBAL",9) AddexperienceParty(21250)
...and you should be fine.
