Setting RH#QarTalks to 1 got him talking again.
I also did:
SetGlobal("RH#AlimExists","AR1005",1)
SetGlobal("RH#AlimTalks", "GLOBAL", 1)
CreateCreature("RH#Alim")
...and that got Alim talking (previously when I summoned him he had nothing to say).
The rest of the quest unfolded without any issues.
