I fixed some encoding issues
and
I added the english original behind the TODOs (maybe this helps a little bit by translation)

Ok, it's done for the german translation. The line numbers are fixed for 1.3.

All missing translations are marked with TODO.

The generation was successfully for 1789 lines.
Only 163 lines with TODOs left.

I think this is a big success.
