This sounds more like one of those stalled BGT cutscenes, as described e.g. here.

I am having trouble doing the transition to bg2, when I talk to belt.
I talk to belt, go through the dialog, hit yes im ready.
The goes to the loading screen, finishes loading.
The UI flashes up for less than second, then the screen(or window if im windowed) goes black and nothing happens.
I wait a while, nothing happens.
I click the X and it tells me boo will miss me then the game closes.
How can I fix the black screen/stalling so I can progress to bg2?
