I noticed recently that Oblivion is available via Steam. Will I be able to install mods if I download and install the game via Steam?

If anyone knows, I'd also like to know whether I will be able to install mods if I buy Skyrim on Steam, but I realize the game might be too new for people to know that yet.

Can't find/access the jail!

I just finished the quest where I have to arrest the Triel villagers, and now I have to convince them to join the militia.  However, I can't seem to find the jail.  I can see a stairway in the room, but it doesn't have the clickable 'hotspot' necessary to use it.

In case the jail is indeed inaccessible due to a glitch, I would also like the area number of the room or a way to bypass that particular quest(I have no problem with using the CLUAConsole/ShadowKeeper to get myself through this).
