How about giving him special equipment to raise his DEX +2, so that he doesn't exceed 18? Maybe his scimitar?
Actually, you could do that with his charisma too. However, I would suggest you pick which attribute you want to magically supplement rather than try to supplement more than one. That can be something the player can do during the course of the game.
For example, I'm playing an
NPC (not a mod, just a dude I exported from multiplayer) who's a swashbuckler that started off with a charisma of 11. I know, kind of low if you consider the swashbuckler's kit describes these players as charismatic, but I have a legitimate reason for the low score.
Interestingly, I came across a ring of influence which jacked his charisma to 18, and later in an unrelated move purchased a sword of roses which boosted his charisma to 20 & gave him a once-daily charm person.
Completely outrageous, but I think it's funny that here's this average dude, usually a bungling & arrogant jerk, who now is so charming ppl can't help but like him despite themselves. They know he's a bungling, arrogant jerk and maybe they want to dislike him. But there's just something about him ...
(And no, I don't *think* he's related to Anomen ...
