I've almost finished the game, but still haven't come across her side-quest. Where is it?

Did you side with Aran or Bodhi? The sidequest only happens if you side with Aran. The Introductory Fiction was a clue on that.

I sided with Aran, and did the mini-quest to find his daughter too; I'm in chapter 7 now.

That's the Chloe sidequest, yes.

What problem are you referring to? As far as I was aware, all the problems with the Abagail quest were fixed before Chloe was even released... or at the very least with the patches.

I have sided with Aran, and got the directions to go to the bridge district, north of the Balthis estate. But there is only one area north of the BE, and it is empty every time I go there, at night and day. Am I in the right place, or what? Since it seems it is impossible to end the game with Chloe without doing this quest, I'm stuck.

It's not exactly north of the Balthis estate, more north-west I'd say.

Thank you so very much . I tend to be quite the slave to the guidelines given to me on the game, and thought that north means north .
