Comparing starting equipment to what is available towards the end of the game (or that are earned from the more difficult battles) is not terribly relevant. A better baseline would be the types of weapons with which other NPCs start--as Rastor already pointed out, no NPC starts with items close to what you're proposing.
One possible solution would be for the weapons to start out a lot weaker and then upgrade as the character progresses. Even this will be subject to claims of powergaming and cheese if you can not find a legitimate, viable role-playing or storytelling reason for such an upgrade.
Most players are interested in the role-playing value and story of an NPC, not with a new character for powergaming. A better approach may be to write a detailed back story and history for the character, and then try to base his/her items and stats on what is reasonable, logical, and consistent within that framework.
