I'm running SOS v. 2.0 on EE 2.6.6.0 but when I got to Umar Hills with the two letters, and after obtaining (and completing) my stronghold in Chapter 6, the mod does not initialize.

What has happened with all previous versions of the mod is you'd get a message after 5-10 seconds followed by a cut scene with Mayor Melandor.

But this time I do not get a message and Lord Arvin and Gaius are not in the Inn either.

I have not completed Selence's 2nd quest (only the 1st one), by the way; but that's never been a requirement for the mod to initialize at Umar Hills.

Is there a work-around?

Problem solved (there never was a problem, actually). I have a slightly older quicksave that works, so SOS has initialized properly for me at Umar Hills.

For the save game that has the issue, I figure I went to Umar Hills with the two letters, but because I was busy doing other things on that map (i.e. clicking around), one of my mouse clicks may have interfered with the SOS script.

When I was testing older save games, once I had to wait 20 seconds for the scripted SOS message to appear once we arrived in Umar Hills, but it worked.
