To me it sounds ok. Mazzy appearently hasn't seen Ribald for a longer time, so now after meeting him, she makes a comment that it's good to see him well.

The "Arvoreen, but" is just an exclamation. So, basically the line has the same meaning as yours.

I have read statements such as the one you're telling and to be honest, I would have got it immediately if instead of "Arvoreen, but" it would have been "By Arvoreen".
