OK, I just finished SoD yesterday and am now playing BG2EE. I'm in the sewers bellow Coper Coronet and Isra started one of her talks (the one where she's blaming herself for me being captured) with me. Is that a bug?

No, it should be fine. The talks can trigger in dungeon areas.
