I went to the graveyard and triggered the nether scroll quest BEFORE his romance starts, now I've encountered Degardan once, but he won't appear again, to make things worse, EdwinA now asks me to go to graveyard for the nether scroll
Obviously it's a bug, what should I do, help!

There is indeed an oversight with regard to Degardan's spawning for active romance. If you play Edwin's Netherscroll quest up ot the point where Edwin uses it and meets Degardan the first time BEFORE you kill Mae'Var for the Shadow Thieves. Because his romance kicks in after Mae'Var died, not sooner.
But since the original Edwin quest is supposed to work in case the romance is not active, there is only one solution, I'm afraid: Do not play this far but kill Mae'Var as soon as possible for the romance to kick in.
Also, installing the mod late might have the same result - there is nothing the mod could do against that, though.
