Hello,
When I download the mod it only comes up as a .rar file, but I gather from other people's description of the installation that there is a setup program that I am supposed to run. I'm not sure what has gone wrong. Thanks!

setup-isra.exe (or setup-isra_bg2.exe, if you mean the SoA part of the mod)
If this file is missing, you just do this:
- copy any other setup-somemod.exe you have in your game directory.
- rename the copy to *setup-isra.exe* or *setup-isra_bg2.exe* as needed
- run it to install the mod

I feel kind of silly actually. I just needed to unzip the file to get the .exe. Unfortunately, Isra's dialogue is now showing up as invalid.

Sorry. It's for BG1. Ashes of Ember, NPC Project, Romantic Encounters, Isra, and Stratagems.

BGEE, though I've already installed modmerge.

Yes. Do I need to start a new game?

Depends -
if the save was from another install > yes
If the save was from the same install AND the only mod you added after the save was Isra AND the save is from before you ever entered the area where you meet Isra > no
In all other cases > yes

Ah, then I'll need to restart. Thanks for your help!

After I reinstalled the game and mods and started a new game everything worked fine when I met Isra. I was hoping to allow her to use bows, however, and when I noticed she couldn't it did not occur to me that the Ashes of Embers feature of removing weapon restriction might not extend to kit restrictions. Instead, I wondered if the reason was because I had installed AoE before Isra, so I uninstalled and reinstalled AoE. Of course, this did not work and now Isra has no voice. Is there any way to recover it? I hope my bungling is at least somewhat entertaining.

Yep, Jarno Mikkola. my Mega Mod FAQ. Use of the BWS, and how to use it(scroll down that post a bit).
OK, desert dweller, welcome to the sanity, you are free to search for the limit, it's out there, we drew it in the sand. Ouh, actually it was still snow then.. but anyways.

Thanks. A previous save before the mines didn't work, unfortunately, so I'll just start again.
