I have 3 180-page long notebooks about v1.0-v2.5 ideas. Like kits, classes, campaigns, races, etc. I just can't program for crap so I need someone to made mods for the ideas.

If you want to make mods, make them. Most modders have no shortage of ideas themselves. The programming isn't that hard to learn.

Yep, it's just a matter of becoming familiar with coding conventions, organizing your ideas, and finding how the ideas can be represented in mods. There are plenty of people around who can help to guide with the learning, and with testing/troubleshooting. When you get into writing mods, you'll find yourself changing some ideas, dropping others, and coming up with things you may not have thought of before.

Trust me, I've tried making mods before. I just can't write coding. I tried taking classes on it back in high school, and I tried friends teaching me it. It's just something that I do not understand. Mostly english words having complete meanings that has nothing to do with the meaning of the word englishwise.

So in other words, you want someone to do all the hard work while you just "give ideas." It's not impossible to find someone willing to help you code, but don't count on finding someone who will code the entire mod for you.

There's an old joke about it. A gardener comes to a writer, who is eating an apple. The gardener says: Hey, I've got a great idea! How about I share it with you, and you write a book? The writer replies: Here's an apple core. How about I give it to you, and you grow a garden?
If you like your ideas and you would like to share them with the world, just post them on the forums or on some D&D-related websites. It might be that many BG2-related ideas have already been discussed at length and even implemented, though.
