Other than an old and possibly buggy file over at NWNVault, has anyone ever released a program that will convert dialog.tlk into a different format, preferably xls but txt would do fine as well?

If a text dump is all you need, you can use WeiDU to do it, e.g.
WeiDU.exe --traify-tlk --out dialog.tra

NI can also do it (Edit->Dialog.tlk->Export as TXT), though I don't care much for the resulting format.

Thanks! I've always avoided that menu in NI for fear of permanently borking the file.
