I am a first time player, and I have been very happy with this mod so far. However, I simply cannot figure out how to allocate CP. I feel a little noobish for posting this, but I have read the manual, experimented in the game, and searched both the web and this forum. I am not being asked to upgrade stats after levelling up, nor do I see an option to do this on the stats screen. I am currently a level 4 mage, and I am pretty sure that I should have gotten some CP by now. I don't think I am experiencing a bug, because my interface looks exactly the same as the one in the screenshots. Am I missing something obvious? I'm sorry for the trouble.
How do I allocate CP in this mod?

What is CP? Character Points? Maybe I'm the noob without a clue here, but I don't see how it relates to GhostDog's PS:T UI mod.
Planescape: Torment gives Nameless a single stat point each level which must be immediatley allocated, plus a few more "class bonus" stat points at levels 7 and 12. Other party members do not gain stats with levels.
Nameless's (Weapon) Proficiencies are unassigned until you talk to one of the trainer NPCs. He does not gain proficiencies from levels, unless he qualifies for Fighter class bonuses at levels 7 and 12. Other party members automatically assign their own proficiencies.
HP is rolled randomly and various other level-based things (THAC0, Saves, etc) are automatically assigned.
There aren't any other points to allocate, and there are no skills or feats or powers to spend any points towards. There are a few "extra" abilities, not based on levels but instead story driven, basically obtained through interaction with NPCs.
The rules in the game engine are based primarily on AD&D 2E, not optional "2.5E" nor 3E onwards.

Thanks for the reply. The stat points are indeed called CP, sorry if what I wrote was confusing. The problem I seem to be having is that apparently I am not being prompted to raise my stats after levelling up. I have levelled up a few times, but I when I hit "accept" it skips the allocation screen. Maybe this is a bug after all? Unfortunately, I don't currently have a save file on hand that I could use to test this, but this has happened the other times I have levelled up. Should I reinstall, or maybe start a new game?

My mod shouldn't have anything to do with something like that. I only changed the position and look of some UI elements, since you could could see the stat allocation screen in the beginning, it means everything worked on my end. If you have installed the fixpack, you should probably report the problem there.
Sometimes a re-install or a new game may fix some problems.

I just restarted the game so I could try the first level up again. It worked just fine, and the allocation screen appeared as it should. Honestly, I probably just missed it before. Thanks so much for this great mod and all the hard work you put into it.
