I feel like I've installed the mod correctly, but Ratbone isn't asking me for the tails. All he says is that he is searching for Cranium rats tails. What I'm lacking?

I'm not sure, but I think this could be the "unfinished" in the "Unfinished Business"?

I had the same problem. Go off-topic with Ratbone and ask him about the areas of the wards. The correct dialogue for collecting Cranium rat tails in exchange for more quest info should trigger eventually. Keep in mind that this quest isn't noted in your journal as an actual quest.
