Alright, so I went back to the slaver den and still nothing.
Typing in the console produced the following result:
Global: LK#ARATHQUEST GOBAL set to 6
If that is too few then it may be because as I stated before, I picked Arath up after I had finished the slaver quest and was already in chapter 6. So he never did comment on his father, though he did comment on the quest completion. And his personal chapter 6 quest initiated just fine.

A dialog should trigger and the quest should progress as normal :-)
