Here is another way to get the scroll. You do not need the item number with this.
You can use ShadowKeeper to do that. Save a "dummy" game. ShadowKeeper will not edit the Auto-Save or Quick-Save games. Close your game and run ShadowKeeper and load the "dummy" game. Go to Inventory. Select a character with an empty inventory slot. Highlight the empty inventory slot and select change. There are several categories to choose from. Deselect all and select "Spells". Find the Freedom spell and add it to your character. Adjust the number of copies you want. Save the game. Then start the game and select the "dummy" save. ShadowKeeper renames the "dummy" game by adding the version number to it. Use the one with the version number. The Freedom spell will be in your inventory.

btw, you don't need to close the game while using shadowkeeper, just save -> alt+f4 -> SK -> press no, on the question if you want to quit -> load

CLUAConsole:CreateItem("scrl9z",1)
(The quantity can be specified, otherwise it just creates one)
More codes here (all I did was Google "Baldur's Gate 2" "Freedom Scroll"). If it doesn't work, make sure the cheats are activated in the ini file.
