The mod begins when you find the staff in the dungeon in the Bone Hill Castle in the SoBH mod. After you leave the island and the church on the mainland you are approached by a cult. I can't remember the name of it and it didn't install in my latest megamod. The rack with the staff just had a normal quaterstaff not the magic blue dragon one.

Apparently BP-Balancer struck again and removed that item from the chest
For now, just CLUAConsole:CreateItem('BHBUDSTF') to get the staff and (hopefully) spawn him
