Change the extraction folder to be the game folder... easy.It just wont unpack where it needs to!
If you are wondering, the file is a .7z file, which is short for the 7-zip file... you need to have either WinRAR or 7-zip programs to extract the files from the .7z archive...

try using 7zip instead, to extract files; it should be able to deal with more archive formats.I tried and it says it has massive errors and won't open?! I am using winrar and the file downloaded to my temp file.

The probable reason why you cannot install the mod is that your computer protects the files the mod tries to modify... see you installed the game to the Program Files folder, and this is one of the biggest reasons for problems, and here's why...C:\Program Files\Black Isle\BG11-SOA\setup-BPv180.exe
