First, a little background info.
I have Big World installed, with most of the standard and tactics mods in place. I am playing Baldur's Gate 1 (on the BG 2 engine).
Now, I noticed that the archers aren't hitting the broad side of the barn regardless of their THAC0 and decided to toggle to-hit-rolls in the dialog panel. Here, I notice that in a lot of situations, even Kivan is firing on a negative attack bonus. However, this isn't happening all the time, sometimes the attack bonuses actually are positive.
I've noticed a few patterns with this.
1. When the target is in melee, huge attack penalties.
2. When the target is moving directly towards the shooters, no (large?) penalties. (Not a 100% sure about this one.)
3. In the start of combat, no (large?) penalties.
These are the ones I've managed to pick out. Now, I'm asking if this is a bug or a feature, and is it a part of the game or a part of one of the big world mods? (Checking the PDF of Big World, there doesn't seem to be anything, on a quick look that would cause this but I could be missing something.)

If you are shooting at point-blank range you receive a THAC0 penalty, and if the other guy has a melee weapon he/she/it gets a THAC0 and damage bonus. This is only when you are shooting at someone who's close to you, not when shooting at anyone who's close to someone else.1. When the target is in melee, huge attack penalties.

That's not what's going on there though. When I have four predominantly ranged characters bundled up in the back, with the two tanks keeping the enemies there, and the archers fire, I see numbers like '9-17=-8'.

I've narrowed this down a bit. I started a game of BG 2 from my unmodded backup, and speedplayed to the point where I got access to ranged weapons (shortbow for Imoen). I did my best to replicate the penalty giving situations in Chateau Irenicus aaaannnndddd.... the penalties are minor at best here. Since I'm playing BG 1 on the BG 2 engine with Big World, this leads me to believe a mod is to blame. Now if I could only figure out which one. I have read through the tweak/fix/other pack readmes, but I haven't found anything that could cause this so far. Is there a mod that changes around ranged attacks in big world? Maybe some sort of bug is to blame.
Edit: I went and tried to replicate it again via Big World Baldur's Gate 2 and I got no apparent penalties when shooting with Minsc, much less the -20 caliber ones I find in Big World Baldur's Gate 1. Since they're on the same game engine on this mod, and should have the same fixes and such applied to them, how the hell is this happening? I am very confused.
