I rescued Chaarna, but didn't include her in the party, she just followed.
I want to have her available to join, so where do I drop her off?
She won't talk anymore after she starts following.

You need to take the dialog option when you meet her to join, don't ask her to follow. I just encountered Chaarna and her banter is working smoothly.

I think he is already passed that point. If she is now following you, you need to get her out of Westgate. A ship would do nicely.

My PC asked her to follow and then to join the party. It resulted in a rather hilarious situation, where she followed my <CHARNAME> everywhere. Whenever I ordered him (and only him) to enter any building, she would appear inside. Might by a bug, might be intentional, but it's rather annoying. (Stealthy recon? No chance). After few hours of gameplay it ceased to occur.
Update: she resumed her jealous behaviour.
