Or the winrar. It's always free, forever, you just have push the ignore/don't update button after the 30 day trial period.

Or use UnRAR, that's actually freeware. And command line, which is l337.

I've used IZArc for some time now:
http://www.izarc.org/download.html

It's freeware, supports a *huge* number of archive formats, has been very stable on WinXP, Vista, and Win7.
