FYI - Everything is installed in the c:\games folder of course.

Well, first try and start the Control Panel and try to uninstall the game, as the game is registered as installed...Getting ready for a BWP run through and I have BG, TotSC, SOA installed and working. When I try to install ToB it goes directly to uninstalling ToB (which is not installed). Very irritating. Any ideas?

If that doesn't help, here's clues, so start the "regedit.exe" with either the UAC turned off, or with the admins rights and remove the games register entry, like said in the linked thread.
And you probably removed the game folder, which is not the same as having it removed from being installed(uninstalling).

Or you probably could just disable the UAC and the PCA and have it work fine for you... the answer #2 here gives you the specifics...You actually cannot install BG2 on Windows 7 using the AutoRun program... it'll error out and crash like crazy since some files will be corrupt.
You need to browse to the CD in Windows Explorer and run Setup.exe as Administrator and using the Windows XP SP2 emulator. Then you always need to run the program in Compatibility mode.
Yeah, it's the info that's removed in the 3rd portion...Edit: I assume bg2ep202.exe is the ToB key and that is not listed in the registry. Unfortunately it's something else.
3. Go to your Program Files directory and find the hidden directory "InstallShield Installation Information" and delete the directories labeled:
- English: {8DAE4336-2B71-11D4-9A6C-006067325E47} and {B8C3B479-1716-11D5-968A-0050BA84F5F7}
- French: {43D4C77E-4339-11D5-96E7-0050BA84F5F7} and {5E30BDEB-9307-11D4-9AE0-006067325E47}
- German: {5B09F344-4406-11D5-96E8-0050BA84F5F7} and {5E30BDEB-9307-11D4-9AE0-006067325E47}
