Then it waited for 3 seconds for the process to appear, but that did not happen.
Either your PC was busy with something else and could not start the process, the file is missing (should not be the case) or something in that way.
You can solve this by installing the randomizer by executing
cmd /k cd /D "C:\Programme\Black Isle\BGII - SoA"and then running the line from above. The setup should install the component and you should be able to go on by starting the BWS and resuming again. The BWS will skip the installation since the component is already installed and the last few components should be installed.
Edit:
Another option would be to increase the Start-value beneath the [Options]-section in your BiG World Setup\Config\User.ini. My theory whould be that you have a value of 2292. You could set it to 2298 to skip the mod.

Both of these mods are selected in the "standard" build. Are they not compatible?

I did the execution thing and it worked
but
it seems if the bwp hasn't been installed once you can't pick up the installation at a given point but have to start at the very beginning ("remove, move (whatever that means) or cancel")
hooray for another 10 hours with uncertain outcome?

Then you select yes or no and maybe you just clicked the wrong one - at least that's how it should go and how it has been lots of times when I tested it.Your previous installation was interrupted.

You can also start a new installation or edit your settings.
Do you want to continue the installation?
Stop the BWS if you did not restore your backup, open the BiG World Setup\Setup.ini.
Make sure your Start-value underneath the [Options]-section is 2298. (I told you to look at the wrong file earlier -- sorry about that.
Then edit the [Order]-section
Au3Detect=1 Au3BuildGui=1 Au3Select=0 Au3GetVal=1 Au3CleanInst=0 Au3PrepInst=0 Au3Net=0 Au3NetTest=0 Au3NetFix=0 Au3Extract=0 Au3ExFix=0 Au3ExTest=0 Au3RunFix=0 Au3Install=1 Au3Exit=1
Save and restart the BWS. Then it should ask you if you want to resume and continue installing.
If you did restore your backup, your back to the state before your installation and have to start anew -- downloads will be used if the are not updated, but the rest will be the same.

Another option would be to install the last few mods by hand.
It's not that much left. Chapter 25.4c./ Page 186 to 200.

The program tests if the installation of the mod was successful.
For this, it search a certain entry in a list. In your case, the list does not exist an thus the program errors out.
It would really be helpful if you could upload a compressed version of your current Setup-BP-BGT-Worldmap.debug (from the BG2-folder) to see why the checks the BWS does failed and the list was not created. Fixing that could prevent some future troubles.
To get on with the installation, check the Weidu.log in your BG2-folder). If the last entry in the file is of the worldmap, you try to resume the installation, since the installation of the worldmap will be skipped if it's already installed.
Or you can continue by installing the last few mods manually.

ok, installation complete
downside is that it takes the game 3-5 minutes to start because it's so big *facepalm*
but at least now I've got a wolf familiar! lol
so... many thanks for your help!
(though I expect more bugs in the future, so I guess this won't be my last post here)
one more thing: why is the Imoen romance not in the standard package?! can I just install it on top of the rest now?

I guess it's left out. If your override-folder is too big (a few thousand files with some more then 100 MB), then the game will slow down.
Download from here and install it. You may want to check the debug-files if the mod exists and the installation failed.
ImoenRom and Imoen friendship have the same name.
Leomar did not delete the description from Imoen friendship, so the values of Imoen Romance are overwritten.
Since Leomar is taking a timeout and I did not recognize that during the last checks for possible link-updates.
I guess that you could install the mod since NPC-mods are installed late in the game. Better wait for a confirmation though.

I think I've read somewhere that the friendship and romance are incompatible because of folders that share the same names...?

Please try to use the attached Batch instead of the original one.
Otherwise the install will start all over again and uninstall / install every component since then, which would cost a lot of time and maybe hose your installation that was made until now.

Well, if you removed the installation, you'll have to do it all again and don't need the file since your codepage is already set. You'd just have to copy and run the file from the BG2-folder like you did with the BiG World Install.bat before.

Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage and set the key ACP to 1252.
That's the value the IA-setup is checking for.
