I was hoping they made her blonde intentionally, rather than never testing people importing the default ME1 femShep face

Then again, at least one developer at Bioware is intentionally (SPOILERS!) trolling players.

Then again, at least one developer at Bioware is intentionally (SPOILERS!) trolling players.

I had to manually input my Shepard's face values (excuse the pun) using a couple of editors. The best instructions for doing that right now can be found here.

Chris Priestly reports that the face import bug will be fixed in the next patch. There were unofficial tools that could be used to fix this right after launch, but at least BioWare is paying attention to it now.
