Er, can you be more specific? The only context that means anything to me in is in terms of the internal files supporting fields two bytes in length - which many do. It's referred to in WeiDU (and pretty much everywhere else) as a "Short" variable. So, the WeiDU read command for one byte is READ_BYTE, for two is READ_SHORT and for four bytes is READ_LONG.
If that's not what you're asking about, can you be more specific?

Asian languages in non-Unicode encodings are stored as double-byte characters. ghostdog may know after his font conversion efforts; I know BG2 should support them (and there are mods with successful Chinese and Korean translations), but I don't know about Planescape...

Aaaah, hmm. I have no idea myself. I agree Ghostdog is the next logical person to ask, I'd try asking on his forum.

I have seen the Russian Language Pack and English Language Pack. They both include eight files: dialog.tlk and 7 .bam files. Now I have those files of Chinese. But After I overwrite the files of the game folder, The game dialog bar can not display any Chinese word (it's blank). I believe that's because the Torment do not support double byte character.
I used to have a Chinese version game (4cd). But it display Chinese words throught another way and it can not patch the 1.1 fix and Qwinn's fixpack perfectly. So...That's why I'm here.
PS: My English is so poor, I hope the words above could be understood.

Ah, sorry, but I wouldn't know how to make Chinese fonts myself. And even if I did, I believe it would still require you to install the Chinese language patch.
Anyway, take a look here . This is the font tool I used, which was created by haen. It's in java and to tell you the truth I don't have much java knowledge. Check it out and see what you can make of it. Maybe haen, could be of more help than me.
As for allowing a double byte characters, isn't this engine related ? Maybe Scient would know more about this.

I already have dialog.tlk in Chinese and font file(fontdlg.bam).
Maybe it need to modify the main programe or a .dll file.
