Yup. "Rouge rebalancing" most likely.
UAI is a cheesy ability anyway...

Rogue Rebalancing doesn't remove Use any item, but Refinements does.

well it appears that adding the "Can use any item" affect(not skill) via shadowkeeper does the trick, bypassing all kit modification
