This effect is supposed to remove the intoxication effect (0x5e).
But instead of removing 0x5e effects, it tries to remove 0xa4 effects.
This doesn't make sense, 0xa4 is this effect, and it is an one shot effect anyway.
This bug exists in many IE versions.
It is fixed only in iwd2.
Maybe this is trivial, i didn't check which bugs you fixed already.
The fix is easy, just replace 0xa4 in two offsets by 0x5e.
remove intoxication (opcode 0xa4)

I recall scient being fascinated with intoxication effects for a short while while looking at the engine at some point, but I think the determination was that there was nothing in PS:T that -gave- the intoxication effect, so I'm guessing it wouldn't make a difference. Good to know, though, in case anyone wanted to mod it in.
TNO himself couldn't get intoxicated at any rate... a dialogue state in Barkis's dialogue that was exceedingly difficult to get to due to misplaced triggers (meant for a reply that was supposed to deal with getting his quest for Mochai, totally unrelated) suggests that TNO's regeneration would make his getting intoxicated difficult to impossible. The bad triggers are fixed in Fixpack version 4.0.

Well apparently he can get hammered. I tried running INN1.STO, and TNO ended up with a intoxication stat of 88 by the time I was done with him.
(Would be a hoot if the donation options you get did anything significant too...)
