Should the friendships be installed before the IEP, since IEP includes the accelerator, and I would want that to affect my banter pack/friendships/IEP itself, right?
Or does the accelerator not affect friendships?

The accelerator does not affect the friendships, no. Generally people tend to install the banters first and then the friendships, but in the long run I doubt it would make much difference.
