the item "thunder bullet" in the RoT mod has play damage animation effect that is permanent so now my characters are permanently electrified. is there a "stop damage animation" effect to get rid of it?

No... that's the short answer. Now, can you save after the effect is taken it's hold on the character, as then the easiest way to fix that is perhaps open the savegame, and remove the affect from the character with ShadowKeeper.the item "thunder bullet" in the RoT mod has play damage animation effect that is permanent so now my characters are permanently electrified. is there a "stop damage animation" effect to get rid of it?
If it's not, well you'll loose either the character or the weapons originality, it's your choice, but the way I look this is that such effects are definitely Over Powered, and remove the whole weapon from the game by overwriting it with something more appropriate... like the bull04, or bull06 or even arow06... so you copy that and rename it to the item name you wish to replace and then just put it to the override folder.

The effect may be tagged as permanent until death or something. In game cheat ctrl+r heals the character and will get rid of the effect. Same goes for the animation as well.
