Looks familair. I recall this animation substituting the 'lightning sphere' one (used by the cloak of mirroring and spell immunity/deflection/trap) in some mods. Probably large ones (TDD, etc.). So, I'd assume that can be any of those spells.

I tried all the protection spells I saw in the console that this npc cast but none of them produced that effect. I also tried putting on cloak of mirroring and still not that effect. I do have TDD installed. What spell could that be though?

It looks like something from Lost Crossroads, do you have SpellPackB5.exe installed?
