Legends (levels given are approximate and off the top of my head):
-Elminster: 35 mage
-Drizzt: 16 ranger
-Fzoul (high priest of Bane/Xvim, leader of Zhentarim): 21 cleric
-The Simbul (one of the 7 sisters and Elminster's lover): 30 sorcerer
-Alustriel (one of the 7 sisters): 30 mage
-Khelben (mage of Waterdeep): 32 mage
-Manshoon (high Zhent official with many clones): 25 mage

Mostly for bragging rights. I think it would be extremely difficult to write a story to fit into the overall plot.

A bit off topic, but you seem to know your FR heroes and villians rather well. Tell me, do you not think Rinda would make a very interesting joinable NPC? It would be plausable enough to kill off that stupid paladin who follows her around all the time. Finally, someone to chronicle <CHARNAME>'s adventures!

Thats only if they use the default AI the game gave them. Some of the mods have lvl 10 characters that my lvl 20 took a while to beat!Most of them are very easy for a player to defeat. Particularly Drizzt

Irenicus seems the perfect candidate. Why not add a portal somewhere in his dungeon which would take you to a new layer where all this happens.
Or maybe some mad illusionist mage in spellhold who bhodi let loose after you could be behind it.

I think a major problem with this would be that most people are at a fairly low level when in Irenicus Dungeon. I'd rather not confront Elminster & Co. with a party consisting of a couple of level nine characters or so.
Also, pretty much everything Irenicus is doing seems connected to his plan to regain his soul and eventually attack the Tree of Life again. Or possibly to his love-life. I don't really see him creating really powerful look-alikes for no reason.

I'm not familiar with that particular NPC. All of the NPCs I've listed (and many more) I got from my FR Campaign Setting (3rd ed.) I'd have to take another look.
To fit it into the main plot seems to be very difficult. But it just occured to me there could be a legitimate way of doing this without ruining the plot. I think a dream sequence late in ToB might be appropriate. It would end up just being a fantasy of <CHARNAME>.

I'm going to go ahead, and show off my knowledge of the Forgotten Realms (acquired thanks to my Forgotten Realms Campaign book, I'm such a geek! ). Actually, you're not exactly correct...
* Elmister is a Fighter1/Rogue2/Cleric3/Wizard20/Archmage5/EpicCharacter4. (Not just a simple mage, eh?
* Drizzt is a Fighter10/Barbarian1/Ranger5
* Fzoul is a Cleric17/Hierophant2
* The Simbul is a Sorcerer20/Archmage2/Wizard10
* Alustriel is a Wizard20/Sorcerer2/Archmage2
* Khelben Blackstaff is a Wizard20/Archmage3/EpicCharacter4
* Manshoon is a Wizard20/Archmage2/EpicCharacter3
My point? Well, I think that it would be extremely hard to compute in all the different classes, feats, custom spells, skills, and so on, of these various Legends of the Forgotten Realms into the BG2 Infinity Engine. You wouldn't be truly fighting Elminster, Alustriel or Fzoul anymore, just a shadow of said Legend.
And how on Earth would you fit fighting one or any of these Legends in the BG2 plot?? From a roleplaying point of view, it doesn't really make much sense to me, I guess.
I like K'aeloree's suggestion of fighting simulacrums of them, though!
