Ah, you seem to confuse her with the typical cruel evil and possibly insane fanatical worshippers of Talos. I
could have made a character like that, and someone else probably will at some point, but I chose to cast some light on a different part of Talos' clergy: the ones that worship him out of fear. Taph has her reasons to do what she does. I am thinking on changing her alignment to CN, but it doesn't matter much. Even an evil person can have a fun-loving and cheerful spirit, misleading as it may be.
I know it might sound bad and unbelievable to some of you, however it's plausible enough for me to enjoy it. If that means others cannot, I'm afraid it's their loss.
Write some interjections for the more important parts first, where she should speak, like Tree of Talk, Aran Linvail, PC changing into Slayer. They can be done in a fun way, not just your usual "Taph, you don't have to come with me and fight Irenicus! It's bloody dangerous!" xD
Other than that, test her and have a walk around town to gather ideas. ^^ But don't worry, just do what Ithilian says, write as many as you like. ^^

As for amount of interjections, as many or as little as you feel is necessary--one thing to think about, though, is "does this interjection give us a glimpse into the NPC's character?" as well as "have we seen this facet of the NPC before?"
