Does she have some innate spell resistance or something? Sometimes I cast this valuable spell (especially valuable before meeting Annah) on her and I don't get any effect at all.

Recent discoveries suggest that you were attempting to cast the spell on some other plane (Carceri, Baator, or the NMP). As per Planescape setting rules, there's a chance of spells misfiring when casting them on other planes. That code actually was implemented in the engine and it works (which surprises me, btw, I never knew it). There were also spell keys in the game files, items that were supposed to prevent your spells from misfiring, but those didn't actually get put into the game anywhere.
In the next version of Unfinished Business, the spell keys which weren't actually inserted into the game will be restored. Haven't decided -how- yet, but I'm workin' on it.
