i know you can easily remove the borders in oblivion but does anyone know if it is possible to just move the borders to different cells? and is it possible to expand the world area outside the borders so you will not fall off the world?

If it can be done, the place to look would be in the Border Region in the Regions editor in the Construction Set.
Turning off the border effect here allowed me movement all over the map, and beyond it's edge.
I never actually attempted to modify the existing borders in it though.
