I approve, why arbitrarily restricting it? As it is clearly mentioned that you could become to strong if you do each of the adventure branches in existence, and therefore the game too easy, it is fully up to the player to decide/roleplay what to do. If he is more the carefully or rookie type of player he can get a little bolster of xp and be happy. I have done so, but i took care not to gain too much xp, as i remembered your warning Sir BillyBob. Even then the lizards and the starting sequence in westgate were really hardI really don't have any way to stop you from doing both quests. Logically though, if you finished the Silver Princess and then talked to your mayor, you would want to head directly to Saltmarsh to warn the people there. It wouldn't make since to go investigate the ravine. However, even if I some how manage to block access to the ravine map, you could always cheat your way there. Therefore, this is more of a role playing vs game playing issue and I will leave it up to each player to decide.
(uups not the place, but balance-wise the first time in westgate there were clerics in platemail each with the club Blackblood +3 +3 acid . One of them incinerated vildamyr in a blink with a flamestrike of nearly 100 damage.
After i loaded anew, the clerics had the cloth avatar and were way easier to defeat...)
(Another issue is, that there are two different types of "orc priest" in the slaver areas, placed contingently: The first dies after a backstab of ~25-37 damage, the second bears 3+ backstabs, but other than hitpoints i'm not sure if there is a difference)
