The game *can* be about good and evil, or about power. It's up to the player to decide which to role-play. The problem isn't with the game itself.
I've found most people like to think themselves better than they really are, myself included. Given the chance to get away with almost anything without real consequences, most people will show how corrupt they are. It's hard work *not* to take everything that's not nailed down or grab those XP even at the cost of "innocent" lives.
And as a side note, you can thank Judaism and Christianity for raising good and evil from mere philosophical argument. If you doubt it, just look at the cultures before they came, as well as those which exist now and have rejected their principals. They could and can justify *anything*.
