I may ask more questions on this quest as I go forward, but the first one is...which area can I find Elyce? I don't want to go too much further if I've missed her in a particular area.

In the area containing the Smoldering Corpse bar, to the west. She will approach you and initiate dialogue.

Thanks Qwinn--not sure how I missed it before.
Found Elyce and Tarin, but didn't see her boyfriend Maeth. Looked around a bit for him, but no show--regardless, I was able to complete the Quest with just Tarin.
Thanks for adding this mini-quest into the game (or reintegrating it).

Maeth is there, he just blends in easily with the thugs. He's to the north and east of Tarin. Spot him via his floating text... or just refuse to help, and you'll see them approach each other and start fighting.
