Should this download really take a long time?

Broadband in Japan really are great.I did an experiment and downloaded it from spellhold. It took less than 5 minutes. It is your connection speed. I couldn't reach my max downloading speed. I was able to downnload at 6.5m. It is a large download. I think it is bigger than the install disk for IWD.

I'm using a very new XP computer with fast broadband and it still took almost 2 hours (add another 2 hours of installation due to my screwy pcs and ouch).

Torrents have been talked about many times when it comes to mod distribution. The general opinion seems to be that it's a bad idea, simply because we don't believe there would be enough peers for each file in order for it to actually be beneficial. It would require us to set up the server as a seeder (and a tracker!) for it to viable, so it doesn't take any strain off the server, either.Have you considered using a torrent instead if the size starts to get really big? Internet connections where I come from (and where a lot of others come from, I'm sure) might not be up to the task of downloading something this big in one go.
You can, however, download something in blocks as you suggested by using a download manager.
