I'm having a few problems arranging and finding files. Here are the problems:

DLTCEP has a bunch of folders that it needs that I don't have a clue about.

Effect description path isn't set up with Effcreator.

I don't know how to extract files with WinBiff.

I don't know what files to open with NearInfinity.

Any help would be much appreciated.

It would be easier if you told us exactly what you're trying to do with the modding tools. With DLTCEP and NI, you don't need to use the other two tools at all. igi once wrote a DLTCEP setup tutorial, though I'm not sure how up-to-date it is.

Oops on both counts. Anyway, I'm trying to make a kit.

For kits, I wholeheartedly recommend CamDawg's kit creation tutorial series. The primary modding tool you will need is WeiDU, although DLTCEP/NI might come in handy if you want custom spells to go with the kit.
