Problem with Duke Eltan

The game should suggest that only Reitlar (or however his name is spelt) should hold the information you now require to properly pin the blame against the Iron Throne. After that Eltan and Scar should move the story automatically back to where it started.

I do recall that I had to go through a fair bit of fighting when searching the quaters area in the Iron Throne, not an easy fight either. At either rate they're expecting you so come prepared, the clues you need should appear then, I think just intimidating the merchant didn't exactly prove clausable to the game, I can't remember if there is solid proof, just look for private quaters which are undoubtly guarded and trapped. Search for evidence of Reitlar's involvement and the next chapter should proceed once evidence is returned to the dukes and you're shuffled back home.
Oh and a bit of advice, while you can kill Reitlar and the goons that are supposedly negotiating peace in Candlekeep, they are barely worth the effort. Don't even yield the nice things you can grab from other places, and XP would be nothing really worth noting at this point in the game.
