First of all you need to open an account. When you have done that, log in and go to your profile page (YourUsername.deviantart.com). Below the "Profile", "Favourites" etc tabs, there should be a line at the right saying "Submit Deviation". Click that, and from that it should be clear.

Some other settings on Deviantart always make me search for a while before I remember how they are done. They are a bit stupidly constructed, you see.
