Steeldolphin.com
Steeldolphin has some great tutorials for beginners, including a walkthrough of a digital painting, painting clouds (a must for any BGII portrait creator), preparing lineart for colouring, Colour Theory Primer, Scanning Lineart and more.
Dubtastic.com
This one uses the above tutorials (especially the digital painting walkthrough) as a starting point; be aware that this does contain graphic imagery, so not those for the terribly faint-hearted. A good look at the whole process of creating a painting from scratch.
IDigitalEmotion.com Tutorial 1
A great tutorial for the beginner, this one also runs through the creation of a simple painting from sketching to finished piece. Definately worth a look for a beginner, maybe not if you've got more experience!
IDigitalEmotion.com Tutorial 2
Another great tutorial; this one for a slightly more advanced user. Details layers, colouring using layers and more!
IDigitalEmotion.com Tutorial 3
A more advanced tutorial, running from sketch-til-final. Definately worth a look - especially if you're a fan of Final Fantasy! Details detailing (), painting clouds, skin tones, and water, as well as many other skills.
Polykarbon.com
Many drawing tutorials, a must for any artist! Anatomy, fabric, and more.
Worth1000.com
Down and dirty photo colourization using gradients. Not a necessary look, but useful!
AbsoluteCross.com
AbsoluteCross.com has some fantastic tutorials on a wide variety of artistic subjects - mainly for things such as website design and layout design, however. One which is definately worth a look which isn't one of those is Colorizing Photos, which teaches you how to use the Mask feature. Definately worth a look!
Have any more? Post them here!

Makani's Face Tutorial
Makani is probably the best Harry Potter fanart drawer evar, and her style is amazing. This is very funny but still very useful basic face drawing tutorial - quite cartoonish, but still might help with proportions and expressions.
Makani's Color Tutorial
Makani admiration continues! This tutorial is useful for beginners who wonder how to make a pencil sketch scan to lineart and color it. Very useful basics once again. And funny.
GFXartist.com has some seriously cool but quite advanced tutorials made by professionals. If nothing else, they're fun to browse through in awe.
Guide to Human Types part 1 and Guide to Human Types part 2
This very interesting tutorial shows the anatomical differences between human races. Very inspiring!
Guide to Human Types Addendum
More of the same, but this talks about eye and skin colors, hair, and face.

This tutorial is by Jason Manley, the artist who did the portraits for Icewind Dale. It covers a great deal of aspects, as well as a very interested take on digital painting - out of all these tutorials, a must for all IE portrait artists!

Jason Manley's site. Hundreds of tutorials, and you can post your work for feedback from professional and aspiring artists alike. Check out the wiki as well as the tutorial subforum - last I checked, they had about all of the Loomis books up in .pdf for download. Chalk full of good information.

Some good tutorials in the forum here. Plenty else to check out, as well.

Here is my list of various tutorials, mainly devoted to digital painting but also a lot on anatomy:

It also links to even larger tutorial's list, enjoy!
Some may repeat to the links you've already gave, as human type's guides. And Sirielle is me, of course.

4. My lazy quick tutorial Part 2
P.s, I wasn't intending on making a tutorial and was just going to post up the original picture Sanctifer was using as a way to explain some things, but one thing led to another and I just ened up making a tutorial.
EDIT: Also, a lot of those links listed don't work.
