I had no idea about this before, but the game has an innate Bias toward Melee Weapons. Turn on the Feature which makes it so that you see the Game Rolling for you. Attack with any melee weapon against an opponent with an AC that is hard for you to hit. On Average every other attack will automatically not even Register as an attack!
Any kind of ranged weapon on the Other hand will always register as an attack. This is absolutely horrible! Melee weapons are very slow compared to ranged and I never noticed it! That is why Imoen always seemed to hit on every attack and I missed half of my attacks! The Game Engine is messed up!
Even worse, if you drink a potion of Speed and attack with a melee weapon, you'll find that you start missing more than half of your supposed attacks which means that you end up fighting even worse. Ranged weapons under Haste still work fine.
When you attack someone with a melle weapon the 'attack' animation plays in loop regardless of your actual number of attacks, otherwise two characters with low numbers of attacks in melle combat would mostly appear to be standing around doing nothing. This doesnt apply in quite the same way to ranged weaponry since they could be said to be 'aiming' or whatever. Ranged weapons (specifically bows and darts I believe) grant additional attacks compared to melle, as they do in Pen & Paper 2nd ed AD&D.
Hasted/Potion of Speeded characters have their animation framerate doubled to denote the fact that they are hasted, consequently the game plays twice the number of attack animations to fill in the time. However Haste/Potion of Speed only grants 1 additional attack, regardless of how many you already have. Again, ranged weapons just play an additional single animation.
If the game is registering a different number of attacks per round from that listed in the character record however, thats a serious problem.

Oh, and a bug: Stormcloud is AC -2, though the description claims its AC 0.

Test it in game, it certainly behaves as if it is base AC -2. Not sure what your referring to in terms of the bonuses, though they arent marked on the item description.Stormcloud has:
Bonus to AC of "0" for Base
Bonus to AC of "2" for All Weapons
Bonus to AC of "5" for missle weapons
Where do you see "-2"?

If anything, I didn't include all of the bonuses. This armor gives you the +2 protection to all items, even blunt. Some of the other items break this down to each type of damage (slash, pierce, etc) and exclude blunt because really leather armor shouldn't protect you against blunt weapons. This armor will give you that protection (okay so another reason DS items are overpowered).

Okay, let me try to explain this one more time.
Armor has a effect of a base Armor Class. This is what you see in a description. The game will set your base AC to this. If you have any bonuses (dexterity, etc), this come next. So, your character which normally starts at 10, is now at 0. If there is a dexterity bonus, the AC would go even lower.
Adding additional effects for different weapon types is normal because different armor gives you different bonuses to weapons depending on the type of damage the weapon does. If I could find my original game manual, I think it is in there telling you what kind of bonuses (positive or negative) you get depending on the armor. As I said, you normally do not get any extra benefit to blunt weapons because leather can't absorb that type of damage. Chain mail would give you a bonus to crushing damage but not to piercing (arrows go right through it I guess).
These bonuses are applyed to you AC after the base AC is established. Look at your character's descrition, on the right side with the other stats there should be a section telling you what additional bonuses you have to damage.
In the case of Stormcloud, I would have to assume that a bonus effect of "all weapons" is added to a bonus effect of missle. Normally this is not the case, so I will have to see about tweaking the armor to match bonuses of other leather armor. This one does give you too much of a good thing.
