I found the stolen loot in the cabinet in the sewers. However, there are two "caches" there in the room, one with the loot and just next to it, but seemingy inaccessible due to a bug(v195). Whats that?

There are three containers in that area. The quest item is in one, some coins are in another, and a necklace should be in the one you are having problems with. By the way, I can get to all of them, though sometimes they are difficult to reach. I will have to remember to modify that area a little bit.
